panaji, dec 7: the congress legislature party (clp) spokesman, mr jitendra deshprabhu, today criticised the bharatiya janata party (bjp) government for targetting the bureaucrats who do not give in to its dictates and raise a dissenting voice against its policies. addressing reporters this afternoon at the press room of the state secretariat, mr deshprabhu said that government has come out with the voluntary retirement scheme (vrs) to remove some officials who do not toe its line and replace them with its own men.
the clp spokesman said that hegemonic attitude and nepotistic approach in running the state administration was visible at all levels and that many officers have been compulsorily retired under vrs by the bjp government. he also said that the government has also stopped the leave encashment facility as well as performance related increments as provided in the fifth pay commission report. not content with that the government has recalled the increments given to the state government employees, adding the goa government employees' association (ggea) has preferred to keep mum seeing the revengeful attitude of the government as it had no god-father. mr deshprabhu said that it was a well known fact that the government led by mr manohar parrikar, was anti-people and anti-democratic and that its policies were a testimony to that effect. he also said that the government has now turned its attention to harass the state bureaucracy. the clp spokesman condemned the government decision for retiring teachers in post haste and demanded it should come to their rescue and compensate them in payment of loans availed by them from banks and other institutions. he said that these teachers had loans thinking that they would be able to repay them by the time they retired at the age of 60. he said that sudden decision on lowering the retirement age of teachers from 60 years to 58 years has put the teachers in unforeseen difficulties and that government should now compensate them in whatever way possible. mr deshprabhu further criticised the chief minister for his move to adjust the people who were being recruited under pre-employment training scheme against the vacancies created following retirement of officials and teachers under vrs. he said that the chief minister has been promising scaling down the number of state government employees but the decision of the government to appoint those on nominal muster roll (nmr) and daily wage workers by creating new jobs vacancies were contrary to his earlier announcements.
